Jay doesnt write on paper he writes in his head. Jay makes all his rhymes in his head whole songs his whole career.
When he says “When I’m writing a song”, it doesn’t necessarily mean pen and paper. It’s the same like in DOA when he says “The only rapper to REWRITE history WITHOUT a PEN”. Even if it’s just in his head, he’s still writing.
