Dr Dre is a producer, Diddy a producer, Kanye a producer. They don’t consider them-self’s rappers in that light. Diddy started rapping as a joke and decided to make an album. Kanye just told Dame he wanted to make an album when he was really signed as a producer. Many producers like them don’t start out as rappers but just have a vision of what the song should sound like or what the rapper should say or sound like. Sometimes they decide to do it them-self’s so they get a ghost writer and do it on their own.

Another thing to consider, when you are owner of a label (OVO Sound) whatever works they produced is technically yours (unless it specifically says otherwise), so if they were to write a hit R&B song Drake can shop that song around as his, because it legally is his song,
